Responsibility relationships in cybersecurity
Kurz je určený pre zamestnancov verejnej správy (zamestnanci v štátnej službe, zamestnanci vykonávajúci práce vo verejnom záujme alebo v služobnom pomere) v kategórii používateľa – IT manažér, informatik, zamestnanec v kybernetickej bezpečnosti v zmysle vyhlášky Národného bezpečnostného úradu č. 492/2022 Z. z., ktorou sa ustanovujú znalostné štandardy v oblasti kybernetickej bezpečnosti. Poskytuje komplexný prehľad o právnych a zodpovednostných vzťahoch v oblasti kybernetickej bezpečnosti na európskej aj národnej úrovni. Kurz je poskytovaný v rámci piatich modulov.

Total range
Kurz je poskytovaný v rozsahu 50 vyučovacích hodín. Vyučovacia hodina má 45 minút. Kurz sa delí na 5 modulov. Každý modul má 2 časti s časovou dotáciu 5 vyučovacích hodín pre každú časť modulu. Pre pripustenie na záverečné overovanie vedomostí a hodnotenie je potrebné, aby účastník kurzu absolvoval aspoň 70% výučby (aspoň 7 stretnutí). Po absolvovaní modulov bude prebiehať záverečné overovanie vedomostí a hodnotenie v trvaní 4 vyučovacích hodín.
Method of education
Face-to-face in the premises of the Competence Centre/within the virtual room (MS TEAMS), where real time interaction and the possibility of immediate questions, discussions and cooperation between participants will be maintained.
Target group
- Public administration employee (employees in the civil service, employees performing work in the public interest or in a service relationship) in the user category - IT manager, computer scientist, cybersecurity employee in accordance with the National Security Office Decree no. 492/2022 Coll., which establishes knowledge standards in the field of cybersecurity.
- IT manager – managing employee of organizational units responsible for the provision of IT services, design, implementation, procurement, operation, maintenance and assessment of ICT resources.
- IT specialist – an employee responsible for the provision of IT services, design, implementation, procurement, operation, maintenance and assessment of ICT.
- Employee in cybersecurity - an employee specialized in the field of information security and cybersecurity risk management, responsible for the design, implementation, procurement, operation, maintenance and assessment of security mechanisms and solutions.
Profil absolventa
A graduate of the "Responsibility relationships in cybersecurity" course has a comprehensive legal, regulatory and technical overview of responsibility relationships in the field of cybersecurity at the national and European level. As part of the course, he gained knowledge about the general legal foundations of cybersecurity, the connection of this area with other legal disciplines and the application of technical standards in practice.
The graduate understands the responsibilities of regulated entities, especially in the context of implementing security measures, managing contractual relationships in the supply chain, managing vulnerabilities and responding to security incidents. He knows how to analyze and differentiate between private and public liability, and he is also familiar with cyber risk insurance options.
He acquired knowledge about the specifics of legal liability in key sectors such as public administration information systems, critical infrastructure, OT/ICS systems, the financial and telecommunications sector, personal data protection, artificial intelligence and ESG. In these areas, he can identify specific legal and regulatory requirements related to cybersecurity.
The graduate also has an overview of the responsibility relationships of persons within selected security roles defined in legislation, especially with regard to knowledge standards for cybersecurity specialists and managers. He can assess the responsibility of these persons in the performance of operational and management security activities, including compliance with compliance requirements.
Last but not least, he understands the issue of cybercrime and the legal aspects of securing digital traces, including the criminal liability of both natural and legal persons. He masters the principles of compliance, procedures for removing illegal content and can propose preventive measures against violations of the law in the digital space.
Thanks to the multidisciplinary approach, the graduate is ready to face the challenges of cybersecurity at the legal, technical and organizational level and to effectively contribute to the management of cyber risks in various types of organizations.

General part
Module 1 focuses on an introduction to liability relationships in cybersecurity, which will be discussed in more detail in subsequent modules, including European and national legislation, the relationship between cybersecurity and other areas of law, and technical standards. In addition, the module deals with legal responsibility, identification of responsible entities and analysis of responsibility relations at the national and European level in the field of cybersecurity.

Module 2 deals with the responsibility of regulated entities in the field of cybersecurity, including the implementation of security measures and the management of contractual relationships within the supply chain. Module 4 examines the responsibilities of persons for selected security roles, based on the requirements for knowledge standards in the field of cybersecurity for various roles, such as cybersecurity specialist and manager according to Decree no. 492/2022 Coll. It focuses on the management of security, threats and risks, the application of security measures, the performance of operational security activities, compliance management and assesses private and public liability.

Cybercrime and securing digital traces
Module 5 focuses on cybercrime and the legal aspects of securing digital traces, including the criminal liability of not only natural persons but also legal entities and the observance of compliance and prevention procedures (Compliance). It also covers procedures for removing illegal content, providing a comprehensive overview of legal and operational cybersecurity measures.
The course is designed so that participants gain practical knowledge and understand the legal implications of cybersecurity decisions.
