I. panel discussion

Transposition of the NIS2 directive – practice in V4 countries

Representatives of the competent authorities in the field of cybersecurity of the V4 countries, who participated in the transposition of the NIS2 directive into national law, will speak in the panel.

Viktor Munkácsi 

dr. Viktor Munkácsi, Head of Incident Management at the Hungarian National Cyber ​​Security Center. His current areas of expertise are cybersecurity incident management and cybersecurity crisis management. Viktor Munkácsi has 30 years of experience in law enforcement. In addition to his knowledge of IT networks, he also has a law degree, and this knowledge and experience allowed him to lead the administrative and technical departments of the Special Service for National Security of Hungary, the organization that runs the National Cyber ​​Security Center, for 20 years. He participated in the development of the new Hungarian legislation in the field of cybersecurity, which, in addition to the transposition of NIS 2, transformed the entire Hungarian organizational system of cybersecurity.

Marcin Domagała

Graduate of international relations at Collegium Civitas in Warsaw. Between 2007 and 2017, he worked at the Office of Electronic Communications, where he focused primarily on the analysis of the market for Internet access services and subsequently the market for postal services. Since 2019, he has been working in the cybersecurity department of the Ministry of Digital Affairs. Since 2022, he has been the head of the department of international cooperation in the field of cybersecurity, which deals primarily with cooperation within the EU, including issues of EU legislation, as well as international contacts with countries outside the EU in the field of cybersecurity.

Ondřej Polák

Ondřej Polák is assigned to the private sector regulation department within the regulation department of the National Office for Cyber and Information Security. He participated in the preparation of the Czech legislation on cybersecurity, which follows the NIS2 directive in terms of content, focusing more closely on the energy, food, manufacturing and space industries. He studied law at the Faculty of Law of Masaryk University (Brno), before joining the National Office for Cybernetic and Information Security, he worked for 6 years as an assistant judge of the criminal section of the Municipal Court in Brno.

Jaroslav Ďurovka

Director of the National cybersecurity Center. From December 1, 2023, he is the director of the National Cyber ​​Security Center at the National Security Office. Previously, he held several management positions in the field of law, regulation, data protection and information security, primarily in the telecommunications sector.

Global challenges of digital regulation

In an era of rapid technological progress, digital regulation has become a crucial yet complex issue on a global scale. This panel discussion will address the key challenges facing policymakers, businesses and legal experts in the regulation of digital technologies, including artificial intelligence, privacy, platform governance and cybersecurity. Experts from various fields will discuss the evolving regulatory landscape, the tension between innovation and compliance, and the need for international cooperation. The panel will also look at how different jurisdictions approach digital regulation and how lessons can be learned to create balanced and forward-looking policies.

Hong Dae-sik

Professor Hong Dae-sik is currently a professor of economic law at Sogang University Faculty of Law and serves as the director of the Information and Communication Technology Law and Economics Research Center. Prior to entering academia, he served as a judge for 10 years in various courts, including the Seoul District Court, and worked as a member of the legal team at Yulchon LLC for approximately 5 years. He holds bachelor's, master's and doctorate degrees in law from Seoul National University and has served as a visiting scholar at the University of London, UK, and the University of California, Berkeley, USA.

Iana Kazeeva

Iana Kazeeva is a postdoctoral researcher at the Department of Innovation and Digitization in Law. She studied international trade and tax law in Moscow and holds a candidate of science degree (equivalent to a Ph.D.) in international financial law (dissertation on fiscal decentralization). Prior to joining the department, she worked in the Mountain View office of a California public software-as-a-service company, where she was primarily involved in the review and negotiation of technology and commercial contracts. She also gained practical experience as a senior legal advisor in the legal department of a global producer of mineral fertilizers, focusing on project financing and legal compliance. At the department, her research primarily focuses on intellectual property, data security and data protection law.

Lilla Nora Kiss

Lilla Nóra Kiss is a senior policy analyst at the Schumpeter Project on Competition Policy at the Foundation for Information Technology and Innovation, specializing in international antitrust law and innovation policy. He holds a doctorate in law and combines academic knowledge with practical pragmatism to address regulatory challenges. She served as a visiting scholar at George Mason University, was a member of the Liberty Bridge program, and co-founded the FICE working group. Before that, she worked at the Hungarian Ministry of Justice and at the University of Miskolc.

Matúš Mesarčík

Matúš Mesarčík is currently an associate professor at the Faculty of Law of the Comenius University Bratislava, where he works at the Institute of Information Technology and Intellectual Property Law. During his academic career, he gained experience as an advisor to public authorities and private entities in the field of personal data protection law and digital regulation. He holds bachelor's, master's and doctoral degrees in law from the Comenius University Bratislava and an LL.M degree in Law and Technology from Tilburg University in the Kingdom of the Netherlands. In 2025, he conducted a research stay at the University of Cambridge in Great Britain. In his research, he mainly focuses on the regulation of artificial intelligence, personal data protection, legal regulation of digital services and the intersection of technology with democracy and the rule of law.

Regulation, cybersecurity and digitization of law

Digital transformation and constant technological progress bring new challenges to the legal environment, which require innovative approaches and effective regulation. This section focuses on current issues in the field of information technology law, including legal and ethical aspects of artificial intelligence, regulation of cybersecurity and data protection, as well as the digitalization of legal relations or services. Contributions will analyze how legal regulations respond to the dynamics of the digital environment and explore the possibilities of how law can support the development of technological innovations, while at the same time ensuring the protection of fundamental rights, the values ​​of the rule of law and a sufficient level of cybersecurity. The aim is to identify the trends, challenges and opportunities facing legislation and legal practice in the era of digital transformation.

Aktuálne výzvy a limity civilného práva v súvislosti s nástupom umelej inteligencie

The modern era is also closely related to the turbulent development of social relations, which appear to be new and unknown in the context of the previous state of society's development. They are created not only as a result of the dynamics of society itself, the level of scientific and technological knowledge, but also as a result of the modification of the value setting. Following the very purpose of the law, the need for their regulation arises so that they cannot become an exploitable product in the hands of a controlling person. The goal of the chosen topic is to focus on specific current issues of civil law, to identify the needs of regulation, its current state and perspectives. On the other hand, it creates an opportunity to critically evaluate the negatives that result from the current state of society, and to determine adequate space and tools for legal protection. Contributions related to civil law in substantive legal connotations, but also in aspects of procedural law, are welcome.
